Does anyone know how long it takes to obtain a visitors´ multiple entry visa from the Manila Embassy.I checked their website..and one section said 10 -15 days; while another stated that 34% were processed in 2 days or less.

anywhere from 2-15 days. give or take. Depends on how busy the embassy is at the time you applied. It is summer holidays - they are going to be busy. Assume 15 days... maybe longer. If it is less, you will be sooooo happy!
