I RECENTLY SPONSORED MY PARENT AND SISTER, THE APPLICATION FORM ARE ON PROCESSING TIME,NOW THEY WANT TO APPLY A VISITOR VISA WHILE WAITING FOR APPROVAL.IS THERE BE A NEGATIVE IMPACT TO THE SPONSORING APPLICATION?

Yes - they can apply for a visitor visa.
No - this won´t impact the sponsorship application.
However keep in mind there´s no guarantee the visior visa will be approved. Also, the fact they have a sponsorship application in progress and have future plans to make Canada their permanent home could impact the approval of the visitor visa.
