This is what is on their web site.
It is admirable that your trying to submit everything (one time)but if your not applying with Ministerial Instructions NOC 38 they will not look at your application until..........who knows.

Check out the overseas pprocessing manuals but I can not find out why you think the country specific forms have been updated.
