Subject: Refugee living in the states
Hello I have a friend who is not a U.S citizen but is a legal resident in U.S.A, he received his resident visa after being accepted as a refugee.

Can he apply as a refugee to come to Canada?, and if possible how is the process, what are the steps he needs to follow.

Your friend is already accepted as a refugee in a safe heaven (USA). Why does he need another safe heaven? how can he explain and justify his request to the Canadians?

He can file anything he wants but his refugee claim in Canada will most certainly be refused because he is deemed to have protection in the States already.

The Safe Third Country Agreement between Canada and the United States remains in effect. Under this agreement, people making refugee claims are required to seek protection in whichever of the two countries they enter first.

Sure, tell him to apply hopefully at the Canadian border, he will get his application in Canada eventually refused (trust me no question about it) and if he is lucky, the US may revisit his I-730 when he gets back to the US and may get his green card revoked by the INS.
