With reference to this http://www.canada-city.ca/canada-immigration/posting.php?messageid=27983 (from today´s paper - Re Foreign Students), how is what the "veteran Canadian immigration official in South Korea" said even possible?
As an international student, the conditions before you can get an off-campus work permit are very definite. You cannot be enrolled in just an ESL course. You have to have been registered fulltime for 6 months of the previous year. You have to continue being registered as a fulltime student. Plus, you have to authorize your univ/college to disclose your personal info.
Now, I´m curious. How were these students able to bypass these conditons? They´re that savvy that they can produce authentic-looking university transcripts and letters to get their off-campus work permits? I´ve heard of fake Canadian diplomas/transcripts being used abroad but I would think that CIC knows how to recognize/confirm a fake Canadian transcript/letter.

(in reply to: How were international students ableto dupe CIC?) Plus, international students cannot get an off-campus work permit if they´ve already had one before.
