your question does not make sense. language skills carry up to 16 points. not sure what your 2 points is referencing.

Please get your language right: it is the examiner who gives a test and you TAKE the test... Who are you planning on giving the exam to?

I´m sorry I didn´t knew people can not understand a simple english or they just try to the answer the question they don´t understand.
If you don´t know anything about Canada Permanent Immigration who asked you to answer?
I´m asking if we want to obtain 2 points for basic of French, do we have to appear for the exam like IELTS or a certificate from a French Institute will work?
