Subject: Processing time at new Delhi
Hi guys! Anyone who applied for federal skilled class at New Delhi in July 2005? Got a mail from the embassy in January 2009 saying if I was still interested, not to respond to this letter or else write back within 90 days to get a full refund back...well more than 120 days have passed and still no reply. Anyoue out there in a boat same as mine? How long will it actually take? Cleared IELTS 7.5 bands with overall qualifying score of 74.

you are waiting for something that will not be coming. CIC asked you to let them know if you want to withdraw your application - silence means you still want to continue. Therefore your application is still active and you will continue waiting. If you skills fall within the current 38 NOC codes you may want to reconsider. Old applications will be taking longer than the new ones.
