Subject: Question about sponsoring overage child |

My husband and I immigrated from Fiji to Canada 10 years ago. My husband was an engineer. We have no relatives or family members in Canada, before and now. My husband died of colon cancer 3 years ago.
I am told by a legal advocate that I can sponsor a relative to Canada because I have NO relative or family member in Canada. She told me the sponsored relative can be my 35-year-old daughter.
I asked a CIC officer and am told NO because my daughter is overage and not a dependent. She told me my daughter cannot be considered as my relative.
Who is right? Please tell me. Thank you.
