Subject: Traveling w/Permanent Resident Card
As a US Passport and Canadian PRC holder do I present US Passport at Canadian airport check-in for travel to US?

On return do I present PRC at US airport check-in for return travel to Canada?

You will need your PR card when clearing Canadian customs at the Canadian port of entry.

When you are entering the US your US passport is all what you need for admission if you show your Canadian PR card the CBP officer will give it right back to you.

The US doesn´t care about your status in Canada, so your PR card is only for re-entering Canada (when crossing Canadian customs). Bring both pieces of ID every time you cross the border and be prepared to show both, but in my experience, the PR card means very little since all your info comes up when border control (both ways) checks your passport anyway.
