I landed in Canada two years ago with my family as a PR and went back to work in the US while the family settled down in Canada. Now when I come back to be in Canada for good, can I bring personal effects without paying duty? It is just a few pieces of furniture, laptop etc.

Only if you declared them when you first landed. Otherwise the answer is no.
