HI,
I am planning to apply I just finished my MBA completed Undergrad from USA. Still i need IELTS from PR for Canada

No If you study more than a year in english-speaking environment you don´t need the IELTS
but provide a letter from your department or your supervisor as a proof.

Please do not mind my saying this Mahshar, but these days CIC is pretty strict on the IELTS criteria.
Unless someone´s home-country is an English speaking one, it is very strongly advisable to take the IELTS, no matter how many degrees from wherever you have under your belt. I went through the new FSW Guide and that´s what they are saying ...
After all, nobody wants the application package to be returned because an English test was not taken, when its a matter of $250 and about a month´s preparation if one has reasonably good English skills. What say ?

If you are not way above the pass marks then most probably you will be asked to provide IELTS score. However, initially you can submit your application along with a letter and documents detailing your education, training and usage of English and the points you are claiming for English. Your application will not be returned as the requirement to accept application is to make sure that it has proof of language proficiency. Non-IELTS proofs can get you atmost 12 points unless you are a native speaker.
So, if you can sail through with 12 points then submit an application claiming 12 points in English and hope that officer will not ask you for IELTS.

I assumed Monis is US citizen and just wants to wave the language requirment
Monis, It means you don´t need any point from your IELTS as Samm said, 12 maximum point in the luckest situation with the nicest officer!!!!!!!!
Otherwise take the test It is more robust
