Subject: Moving from U.S.
  Hello,

My husband is a Canadian Citizen and he has taken a job on Vancouver Island starting Jan. 20th. He will be moving from our home here in California. I am wondering is there anyway that I can move to Canada and start the immigration process to become a permanent resident once I arrive. Also, if I cannot start the process once I move, can I visit my husband and cross the boarder after I send in my application from California? Can he come to California after his sponsorship application has been submitted?

The decision to apply inland or outland really is about where the application is processed, not where you are.

When you are coming up to Canada, it may be difficult to prove that you still have ties to the US and will leave at the end of your stay. You can come and visit, but this is always contingent on you showing that you will leave the country as you are not a resident, you are a visitor.

Your husband is free to travel as he wishes as he is a Citizen, so yes, he can come to the US to visit you.
