Subject: Immegration under Federal Skilled Worker class

Hi, I´ve submitted my immegration application (under Federal Skilled Worker class without arranged employment)to Canadian Embassy office in Buffalo but they returned it and asked to send it to Sydney, NAsa Scotia, Canada.
They mentioned from Dec 1 2008, they arn´t dealing the applications without arranged employment.
Does any one has any idea regarding this. And if I send it to Sydney, how long it may take?
