why are you confused? bachelor degree (or 15 years total education- including grade 1-12) 22 points. if it is 14 years of total schooling it is it 20 points.

My sister has a 3 years bachelor degree and 15 years of education and is now on the 4th years of the second degree and I don´t get it, but she got only 20 points in education and her final got rejected.
