Can a person who has their documents waiting in the USA immigration , and can not leave the country until u get a permission , get a student visa in Canada ? Also I know a friend who´s illegal here , from Peru , can he also get a student visa from Canada, or will he be deported ?

If your friend was legally admitted in the US for a minimum period of a year, he can apply to go to Canada from the US.
If he entered the US as a visitor (max 6 months)and he decided to stay longer, he will need to apply from Peru.
You can apply from the US as long as you have been legally admitted for a minimum of 1 year.
If you leave the US without the permission to return, will not affect your application to come to Canada but you may not be able to return to the United States in 10 years.
Your choice.
