Hi, I am a pemanent resident here in Canada. My husband is a permanent resident in USA. We want to settle here in Canada. how is this possible? is it hard for him to transfer here?

There is nothing called transfer.
You can sponsor him for Canada. Process is very staright forward and if there is no critical issue with him like has a criminal record something like that then it is just a matter of time. After applying 1 year is a good guess. You even do not need to have any income, just shouldn´t be on social.
You may check download all neccesary docs/forms from the official CIC website, from family sponsor page.
