My husband is overstaying in USA, his visa is already expired. He is a resident of Philippines. I know that I could not sponsor him from USA because he is not a resident there. The question, can I submit my sponsorship for my husband to Canada Embassy in Philippines even he is in USA? Can I submit later the FBI clearance and medical exam when he goes home to Philippines? He will go home only when he got the notice form Canada Embassy. Thank you.
