Is this a standard PPR Letter?

Subject: Is this a standard PPR Letter?
  I received the following in a letter:

"In order to complete the assessment of your application a visa officer requires that you attend an interview"

"The following documents are outstanding on your file. Athough, there is no guarantee that a visa will be issued following your interview, we request that you submit the following documents to expedite the processing of your file. Please note that the right of Permanent Residence Fee is refundible if a visa is not issued? Please bring these documents and your original passport to the interview:
- PLEASE BRING YOUR ORIGINAL PASSPORT"

Is this a standard PPR letter? Or is it suggesting an interview? Please note that I have already attended an interview.

Timeline is as follows:

Application received: December 22, 2007
Sponsorship approved: January 18, 2008
File Started at local office February 2, 2008
Quebec Certificate of Selection: March 7, 2008
First Interview: April 16, 2008
The Above Letter for PPR: August 28, 2008

Yes I have completed my medicals...all my docs have been submitted....in fact at the first interview they asked me for some more documents which I submitted....

What could this letter suggest?

This is the normal letter. Where did you apply? I mean the visa office

The visa office where I applied is Damascus.

So what does this letter mean? It´s normal as in standard and no possibilty of a second interview!
