For Quebec Selection Certificate, for single applicants...is it possible that even if you dont meet the required 59 points (for selection) and yet you still get the selection certificate? Are there any chances of getting the Selection certificate even if you scored around 56, 57, or 58?

I am here in Uk for 4-montns, hopefully my stay would be extended for another one year. I desire to apply for qubec selection certificate and thereafter for immigration to Quebec under skilled worker category. Please give detail in this regard. thanks a lot.
