Subject: how to apply PR for brother-in-law
  My brother-in-law is 23 years old and he is in the final year of electronic engineering from Air University Pakistan, Me and my wife are PR aug2007, I m working $38000 a year, how to apply PR for brother-in-law, what paper work (form) do I need to fill in and how long usually it take to process, and which category will I be applying for him.

Your brother in law is best advised to come to Canada with a work permit on his own merits. The family class option would only be considered if he was still living with his parents, full time student and financially dependent on his parents. You would need to sponsor parents and brother in law at the same time. (that would be the only situation that would include him)

Not only he has to be a full time student; but also he has to show that after 19 years of age he doesn´t have break of studies over an year in total.

You also need to show a certain income based on number of family members you want to sponsor. Amount depends on province; you may see the table in official CIC website.

Family sponsorship is a lenghty process. Don´t expect to finish less than 4/5 years in total.
