I read the above article about this family and wondered if Saskatchewan refuses to give PNP certificates to those that have a deportation order. Does anyone know? It might be a solution to her families situation.

Obvious the lady in question would have sufficient funds to invest in a business in Saskatchewan with any other up and coming real estate agent. They are already in Saskatchewan and the exploratory visit would not be any problem. She is already regulated/licensed and have met the strict requirements.

Why on earth are they still focusing on her father who is now a grandfather of three which he has never met.

Immigration Officers do not decide that one is or isn´t a refugee that decision is left up to the IRB and the Federal Court to overturn a bad decision.

H&C is not about re-visiting the refugee allegations.

Does anyone see that I might have a possible solution to their delema?

I might be wrong but its just a thought. Not quite awake yet.

the contract between provinces and cic is clear at this point, the provinces have no right to give pnp or CSQ to people under removal order(executable or not) on the categories outside canada.they can process it but when the time comes for the interview they send you back home and probably they ll get it,the only chance they have is the c&h,
they should start the process to save time,
by the way try to get to talk to the responsable of special cases of the sask immigration, quebec has one .

Two provinces clearly will not issue a PNP certificate unless there is no issue of obtaining authorization to return. Since it is a long weekend I can´t get the answer and was looking for someone who had already dealt with Sask. with this type of issue.

H&C route they are already trying but they are going about it the wrong way in my opinion based on the article by trying to re-argue their failed reasons for claiming refugee status.

Establishment in Canada has to be based on when they started establishing themselves and whether it is before or after they received a negative RPD. Stopping the process at this stage is highly unlikely even though I have accomplished that. The better way is to bring them all back legally!

If I get time I will find out the way you suggested and contact the family if it is a positive answer.
