from the CIC website (in reply to: sharon) I have already submitted an application for permanent residence, and my spouse just had a baby. What should I do?
If the child was not born in Canada or if one of its parents is not a Canadian citizen, you must add the child to your application by sending us a copy of the birth certificate and the required number of photos. Your child will have to undergo a medical examination; we will provide the necessary forms after your child is added to the application. If the child is accompanying you to Canada, you will also have to pay the required fees and obtain a Certificat de s?lection du Qu?bec (CSQ) in his or her name if your province of destination is Quebec. If you have submitted a Simplified Application, please wait to inform us at the time we request the supporting documents.
