PR in process and Crossing the border?

Subject: PR in process and Crossing the border?
  Hey everyone!
I have some questions.. first of all, I´m sponsoring my spouse to come to Canada with me. I´m a Canadian, and right now we both live in America. I never received my letter that sponsorship had been approved, but I did receive the letter saying that the permanent residence had started processing. Since I ticked the box on the application saying that if sponsorship was turned down I DIDN´T want the application to be sent on to PR processing, I assume the sponsorship was approved.
Anyway Buffalo had our immigration case.. but they transferred it to Detroit. So I´m just wondering does anyone here know what that means, why they would have done that, if Detroit is more likely to request an interview than Buffalo, anything like that.
Then second question is, my spouse and I were planning on crossing the border sometime in June. I doubt that they´ll have finished processing the PR application by then.. so we´ll probably have to cross the border while it´s ´in process´. Will that be a problem? My spouse is intending to go there and wait, as a tourist, for the application to finish processing, and then leave the country if it gets turned down, but I´m just wondering if the customs people at the border notice all our personal belongings in the car & the fact that the case is in process are likely to give us a rough time?
