Subject: Helping my American girlfriend immigrate to Canada
  I´m a Canadian Citizen living in Vancouver, and am trying to figure out the best way to help my American girlfriend and her 13 year old daughter immigrate to Canada to live with me.

We´ve looked at the skilled worker option, which she seems to be qualified for, but we don´t understand the process completely. Does she need to have a job lined up prior to submitting the apllication, or does she apply and then begin the search for employment after?

We´re also looking at the option of getting married (which we plan to regardless), and applying under the family class category, but we´d like to get an idea which route would be faster. In this case, would getting married in the US slow the process down compared to getting married in Canada?

I don´t know much about skilled worker, so I can´t help you there.
However, if you do family class, doing an outland application via Buffalo is faster most of the time. Inland applications can take up to six months before you get Approval in Principle and may take up to a year more to finalize. However, if you do outland, most uncomplicated cases can be finalized in 6 months.
As for getting married in the US vs Canada, the only thing I´ve heard is that getting your certified marriage certificate in Canada can take up to several weeks, compared to shorter times in the US. You might want to check up on the times for your specific province/state.

Also, I want to state again that there´s no guarantee that an outland application can be done in six months.. some can take longer, and during that time, you either are separated or your spouse lives with you in Canada as a visitor (so they cannot work or study here), and coming to visit Canada once a PR application is in process can be complicated. will the daughter be coming with her Mom? if so, make sure you have all the custody documents sorted out. I would strongly recommend an out of Canada application.

HOWEVER, to qualify for any sort of sponsorship you need to be married or living common law for 1 year.
