The Immigration and Refugee Board failed my client.
The system itself failed my client.
CIC has failed my client.
CBSA failed my client.

Ms. Piao came to Canada and found out that her house had been raided by the authorities in China looking for her due to her religious activities .

She panicked and while wandering the streets of Toronto met a woman who assisted her with making a refugee claim. Even though Ms. Piao is Chinese her first language is Korean. That is where the problem begins!

Do your application yourself!

When one makes a refugee claim they have to complete a PIF Personal Information Form and if incidents are left out of the story your whole claim will be called into question. If after two years when your claim is being heard and you forget the woman´s name who assisted you --How could that be. Does Toronto have any good Samaritans?

What ever your first language is use that languages interpreter.

If you are claiming persecution due to Christianity know that Easter does not always fall in the first week of April. The IRB member did not believe Ms. PIAO was a Christian!

This lady submitted her Humanitarian and Compassionate application in March 2003.
CIC began working on her Humanitarian and Compassionate application two weeks later.
CIC transferred her Humanitarian and Compassionate application to the local Scarborough office two weeks after that.
CIC has not rendered a decision on her Humanitarian and Compassionate application in four years and eleven months.

DO YOU THINK THAT IS PROMPT PROCESSING?

This lady is in Church preying every morning at 06:00!
This lady is in Church preying almost every evening in prayer groups!
This lady is in Church preying every Sunday!
This lady is out spreading the word of God at least twice a week every week regardless of weather.
This lady could of divorced her husband and abandoned her children yet she is sending money home so her son can go to University.
THIS LADY BRINGS ME A BUNCH OF SUSHI EVERY TWO MONTHS ASKING WHAT IS HAPPENING WITH HER FILE,

Ms. PIAO only became my client in late 2006.

Church fights deportation
Claims preacher faces torture if returned to China

Some 500 worshipers of a North York church have signed a petition to try to stop the deportation to China of a popular female street evangelist.
Shunyu Piao, 55, a sushi chef, has been ordered deported from Canada and the congregation of the Church of Resurrection, on Tippett Rd., has banded together to try to keep her here.
Piao came to Canada in 1998 and filed an unsuccessful refugee claim, which was turned down on appeal.
"I am fearful and frightened of being sent back to China," Piao said. "I pray to God every day that He will grant me a wish to stay in this country."
Piao, who has two children in China, attends church twice daily and volunteers as a street preacher, hitting the streets of Toronto with a Bible in hand to help and recruit the unfortunate.

"She goes out and spreads the word of God," Resurrection´s Rev. Frank Lim said. "She is a very good person and her life has been difficult."
Lim said Piao would face persecution if she´s returned to China for professing her faith in God.
´DECENT WOMAN´
"She will be arrested and tortured in China for her faith," he said. "We have known her for years and she is a faultless person."
He said a petition bearing the names of 500 worshippers has been sent to immigration officials in a bid to halt the removal.
"She is a decent God-fearing woman who deserves to remain here," Lim said. "She is the kind of person Canada so badly needs."
Immigration consultant Roy Kellogg said Piao has a pre-removal risk assessment slated for March 5, which will decide when and if it is safe for her to be deported to China.
"This woman can be a credit to Canada," Kellogg said. "She´s been here for almost 10 years and there are a lot of people praying for her."
He said Piao, who works long hours to send her earnings to China to support her family, would be in trouble there for practising Christianity and trying to recruit members.
Anna Pape, of the Canada Border Services Agency, said Piao has been through the process and now has to leave.
"She has exhausted all her avenues to stay in Canada," Pape said. "She has to respect our laws and leave Canada."

An even better question is, Who is a Canadian. Read this story today. I am assuming it to be true, if it is sometimes you gota wonder about the bureaucrats:

Ray proving anything is difficult enough.

The main issue here is that CIC has not and will probably not render a decision on Ms. PIAO H&C application that has been in progress for almost five years even though CIC gave her only thirty days to update her H&C application in the summer of 2006.

CIC standardly claims applicants have 30 days or else they will render a decision with the information they have on hand.

Like 500 real Canadians know she is a devout evangelistic like Christian. What other evidence do you think they will require to prove her life is at risk?
