CIC can link the fees to the cost of running the Department´s programs or Immigration officers work time spent on processing each claim.

any business owner knows that labour costs are only part of the Cost of Services. What are they going to do with the complicated cases that go on for months and months - charge more? this whole thing is stupid.
The department should be revenue neutral... fine but then run it like a business and account for all the expenses. I suspect the scales would tip in the other direction and the guy looking for his $35 refund will be sorry he ever made a complaint.
