Subject: sponsor

I recently obtained my immigrant visa thru investment, I have bothers and sisters whom I like to sponsor but they are all above 21
years of age and married. On the CIC website it says if you do not
have any brothers and sisters that you can sponsor you are allowed
to sponsor a relative of any age. Can anybody clarify this? Whom are
they referring to?
