Official processing times aside, what has been the experience of applicants from the former Yugoslavia with the CIC Office in Vienna? How long can one expect to wait before their supporting documents are requested and the application approved or rejected?

I think it is 2-3 years

Embassy in Vienna was one of the fastest till one year back. However, its visa quota has been reduced (probably), hence processing times have become around 1.5 years. You can expect documents request around 6-9 months mark.
