Most applicants must use the simplified process. However, you must use the regular process if:

* you are a provincial nominee
* you have been selected by Quebec
* you are eligible for points for arranged employment
* you have been lawfully admitted to Canada for a period of at least one year and you are submitting your application at the Canadian visa office in Buffalo or
* you have been lawfully admitted into the United States for a period of at least one year and you are submitting your application at the Canadian visa office in Buffalo.

If none of the situations described above applies to you, you must use the simplified application process.

You have to submit all the documents with your application. If you are unable to obtain police clearance certificates at the time of submission, add a note that you will be submitting soon once you receive them.

For English language proficiency you can submit written proof or IELTS. If you want to submit application early then you submit the written proof and take IELTS when requested or take it and furnish the results.

You have to show your education, training, daily usage of English. Support your claims with documentation. If you are going for full 16 points then probably you will be asked to provide IELTS score. However if you are well above the cut-off mark they may not bother asking and award you lesser points for English and process your case.
