Follow here some Job related threads here to get an overall idea about what to expect.

It is good that he is willing to go for higher studies; thiugh Canada doesn´t have many Universities as well, so acute competition is there also.

Mechanical Engineering is not a very demanding field, sorry to say, it also needs licensing. Ask him to see the website of Quebec board of Professional Engineers to see the regulations.

Does he know French? If not, then going to Quebec can be suicidal.

McGill University is a very good one in Quebec, though highly competetive. Also can try in Concordia.

I would reccommend he send his credentials to the engineering association in Quebec to see where he stands. He might be able to get licensed if they accept his experience. If not Alberta might be a good option also since there is a very high demand for engineers.
