Subject: answer of Balwat but anyone ?
  As balwat said...that we have to have 67 points at the time wen we submit our application forexample i submitted 5 years bak and Cic will consider only those education and experience points so what if i had less then 67 point at that time couz of less experience and less education and less in IELTS but now i have more experience more education and more points in IELTS so rnt they gonna consider these new ? can anyone or Balwat plz correct me .....thanx

if you did not have 67 points at the time you applied, you could very well be rejected. Otherwise people would submit an application prematurely just to get in line with the hope of attaining sufficient points at a later date. A lot of time and paperwork for nothing on the part of CIC.

I really don´t think it works that way.

but wat about IELTS or if i had less education but points were 67 ? and i had points of my bro as a relative but then he moved to U.S and now no points of that.

The point system is based at the time to the application. CIC may ask for an update in a few cases.

If someone applied a minute or 5 years ago and back then did not have enought points, the application more likely will be rejected.

I think we all agree that there is very little point to applying with less than 67 points.

at the same time (as in the case of our friend) if points claimed for family living in Canada, or a job offer, or a spouse is part of those original application points and any one of those things change (like a divorce, or job offer withdrawn, or family moved out of Canada) - CIC will not count those points even if they were claimed at the point of application.

Right? when it is time to give an IA, I would suspect there must be some form of ´recount´.

the same if you had settlement funds on the day you applied but you spent them and don´t have them when being asked for confirmation.

If CIC conducts a recount at IA or at interview, certainly there would be an opportunity for our friend to replace his lost points with those from his education.

I have no idea... Roy might know - Interesting question.

isn´t this question one of the reasons that CIC went to a short form application? because things are taking so long, there are too many changes to an application. They now want the supporting documentation closer to when they make their decision?

I know our friend has applied well before the change in application format but I am sure they are constantly faced with ´what has changed for this applicant in the time they have been waiting´ and they need to update things.

still does not change the basic need to apply with an actual 67 points rather than a hopeful 67.

i think u all r rit....but wat i think tat it also depend on the Vo that how she/he take the case and it also depend on their moods too......so let see wats gonna happend and in anycase will let u guys know abt it....thanx for ur comments

if you read the CIC operational manuals, there are some pretty strict guidelines that try very hard to remove ´mood´ from the decision. There is a whole list of ´if this... than this should happen´ - period.

I am sure there is some room for discression but with a skilled worker application it is pretty black and white.
