can anyone can tell the difference between normal or provisional immigration. so if ther isnt any difference then y someone wait for years to get immigraion and someone gets in a month. in the same country. ?

What your referring to I think is the difference between processing times of Provincial Nominee Program applicants and Federal Skilled Worker Applicants.
Applicants with a PNP certificate normally have already obtained an offer of employment from the province and proven they have an INTENT to reside in that Province.
