Subject: cic immigration officer
  hi,
just out of curiosity, is it the same immigration officer that handles a case from first application to visa issuance or does someone s immigration file goes in the hand of different people during the pr process ?

Does anybody know ?

Many people are involved in the process . Don´t imagine that it is a paper file in a folder. It is a computer file, stored on a massive server. Those that have permitted access, can tap into it from any where in the system, to add or modify information.

Only when it is near the final stages does it become an actual printed set of forms, to save paper and to reduce the chance of things being " mis placed ".

Agreed with Jim B.

I can assure you that more than one officer is involved in the process. In my case, they managed to lose my spouse photographs. If they was only one person dealing with the file he/she would not have lost them, it was nicely enclosed in the package. But passing from "hands to hands", who knows ?
