If you score less than 67 then in most cases your application will be rejected. Only cases that I have seen getting through with less than 67 points were people who were about to finish their Master´s or about to finish 2 years of education in Canada. In such cases I guess visa officers were flexible and let people immigrate but it does not happen to everyone so I would not recommend it. Others with Einstein like personality may also get through.

Canadian immigration is quite funny at sometimes. I have not been able to understand how it works. Few months back one guy posted a message stating that CIC is asking him proof of Master´s degree and he had already received his IA. In his case what officer had done was, given him positive assessment initially but later on asked him to submit proof. Another few cases that I am well aware of had the following points as it happened to people I know:
1. Bachelor´s degree:20 (Master´s in progress about to finish)
2. English language: no IELTS (lets assume 12 on the basis of written submission, though I would only award 8 based on the level of English they had)
3. Age:10
4. 2 years of work experience (2nd year was not fully completed when received IA)
5. 2 years of education in Canada (short by few months when received IA).

Total points surely less than 67 but got medicals. Strange but true. However, I am also aware of people in the same situation getting rejected.

its better to mind our own business u cannot rely on other people, it can be their luck, u should try to increase ur point in case u r not lucky as them.

there is a 3-6 year backlog of applications. I would suggest thinking as if CIC is looking for excuses to say no rather than finding ways to let someone in with 65 points.

#2 is a huge hinderance to success in Canada. Get working to improve your score.
