Subject: IELTS required!
  Hello people,
I mailed in my application for my Canadian PR in first week of April 2007.. got my AOR dated May 23,2007 and got a letter dated May 24, 2007 saying that I need to write IELTS..
I found that very ridiculous because I have 2 degrees from a canadian university and have a high school diploma from a US high school.. I provided sufficient proof that I know english and that I´ve been in North America for 10 years and studied at schools where the language of instruction was English..
Anyways, luckily there was a test date available in June so I wrote the IELTS just a week ago.. just wondering though if anyone else has had this problem??

CIC asks IELTS mostly from people who are not native speakers with good education or work experience. Some people if they score well above the cut-off marks are not asked IELTS if they submitted written proof of English language proficiency and with the points allocated are able to get through.

Just a question: did you claim full 16 points?. Some of my friends claimed 8 or 12 as they were well above the cut-off marks and they were not asked for IELTS.

yup i claimed 16 points.. that´s probably why they wanted me to write the exam.. I had 78 points according to my assessment i.e with the 16 points for the language..
anyways thanks for the reply.. i´ve already written the test so lets see what happens..

Well, it´s always safe and good to have IELTS done bcoz u are sure of getting 16 points for Eng if u score 7 in all bands , yes it´s frustrating and expensive to get done

Since you never talked about your nationality, I am assuming you are not a US citizen.

Regardless of how many years you go to school in English countries, CIC sometimes asks for IELTS, especially if you claim full points.

I have a double Master´s from US, and I went to English school starting age 2.5. I have been using English as my language of communication for almost 30 years. I was also asked to take IELTS... I never thought it was ridiculous. Its a matter of CIC trusting your claim if English is not your first language.

i´m not a US citizen.. but i lived in Canada for 7 years.. and US for 3.5 yrs.. u are the first one i´ve heard of who had to write the IELTS in spite of having studied in English speaking countries..
anyways i´ve already appeared for the exam.. most people i know didn´t have to write the IELTS even though they claimed full points.. so I was just wondering why I had to write the exam since my case is very similar to theirs and they´ve already got their immigration.. anyways thanks for the reply..

If you´re from a country where English is not a national language, but your native language is English, you can write a letter showing this, and you would be okay.

I think CIC must have made some changes in the rules as they keep updating themselves. When I first applied my application was returned because I hadnt taken IELTS and due tho this one test, my application was delayed by over 2 years( You know there were only 4 IELTS centers in the US at that time and I couldnt go to any of those for a long time). Now I know you can apply without any documents!! Its just different rules at different times.

CIC manual says that you have to either submit written proof of proficiency or IELTS at the time of submission of application. If you do not have either of those your application is returned.

yeah I had written a 2 page letter as proof of proficiency in english and i also have some training in french.. so i sent in copies of my french certificates as well..
i agree with that there might be some changes in the rules.. they gave me 120 days to appear for the test or else they would count as many points as they feel i deserve.. so far my application hasn´t been returned and they should get my scores within the next week.. so lets see how long it takes now..

Looking at the way you write, I´m not surprised CIC told you to sit for the IELTS. Even in this forum, you should not simply write. Your sentences are too long and with many grammar mistakes.
