Parents visitor visa - Father passed away

Subject: Parents visitor visa - Father passed away

My friend is a canadian citizen and his father passed away and he wants his mother to come to canada as a visitor (TRV)

When his father was alive they both ( Father and Mother) got refused for visitor visa on the ground of

Not enough fundsa
Not enough ties with home country

My question is weather he should declare to immmigraton that his father passed away and then apply for visitor visa for only his mother or he should just hide father death and apply for both

Note: Sponsership file is already in progress

Never lie or hide information from CIC. Hiding is also considered misrepresentation and your mother could be barred from entering the country for life. Worse, your own PR could be revoked! Be honest and frankly show ties to your home country. Your mother lived there her entire life and there surely are ties. Documenting properly and notifying them in the interview in a proper manner will convince the immigration officers.
