Subject: On workpermit and applied for PR
  I am currently on a work permit and have applied for PR from Buffalo. I have completed a year on the work permit. Now I have to leave the country due to personal reasons. The questions I have are:

- Will my years stay be considered for PR status
- DO I need to move my file from Buffalo to a canadian embassy near the place where I am moving to.
- Is there anything else I should be aware of

1. I did not understand the question. This stay may be counted as half for citizenship purposes but it will be difficult for you to manage that.
2. You need not move file from Buffalo just maintain a mailing address in Canada but do inform them that you are moving. Actually, some people even change the mailing address to their new destination and still their files continue to be processed at the original location.
CIC though is CIC in the name of program integrity they can initiate a transfer.
3. If you get an interview you will have to come to Buffalo to attend. Medicals can be done anywhere. Certain countries prohibit people from mailing passports out of the country but people still do it. You can claim extra points for Canadian work experience.

Thanks for the response. It was helpful.

Couple of clarrification:

1.why will it be difficult for me to manage for my stay to be counted as 1/2 for citizenship purposes.

2. When you said I need to inform them about moving, do you mean I need to tell them that I have left Canada or do I just have to complete a change in address form.

1. To qualify for citizenship you should have stayed for 3 out of 4 years preceding the date of citizenship application. 2 years out of 3 should be after getting your PR. In your case say you get your PR on May 1, 2008,you complete 2 years on your PR on May 1, 2010. you can claim 50% time on your work permit from May 1 2006, April 30, 2007. But you are short of 3 years requirement by six months, now try moving forward you start losing your work permit stay as you cannot claim anything which is beyond 4 years mark from the date of application. So, how much time on work permit you can count depends on: when you get your PR,when you leave Canada, etc.

2. You keep a mailing address in Canada if possible. You need to inform them in writing that you are moving out of Canada sooner or later. I said sooner or later cause some people they just do not inform CIC till very late and still get PR; however if you follow the procedure you should inform them about any changes in your circumstances.

3. I meant sometimes when you move back to your home country CIC triggers a transfer to your home country in the name of program integrity.

One of my Chinese friend gave them in writing that he is moving back to China and they still did not transfer his file. On the other hand, I read on another forum this person´s file (CIC London) was transferred back to Pakistan once he moved and informed them. Since, transfers are solely at CIC´s discretion and they can only do it, if it enhances the program integrity which vaguely means your file will be better evaluated at the other visa post. So, its not clear to me when/why they do it actually.
