UK police report - Convictions

Subject: UK police report - Convictions
  My partner is from the UK and I am sponsoring him to Canada under common-law partner.
He just received his police report back. He has 2 convictions on it from 14 years ago when he was 19 years of age, for driving offences. He thought he only had a driving offence for driving without insurance not a conviction. He was only fined and lost his license for 12 months and was given a 2 year conditional discharge. Then 6 months into his 12 month disqualification he was charged for driving while disqualified.
Because of the length of time..14 years without any other problems does he qualify as rehabilitated..does he need to fill out the form to show he is rehabilitated or because of the time length does this make him "Deemed Rehabilititated" which the immigration officer dealing with the PR application will asses? Should we contact an immigration lawyer or explain everything upfront on the PR application along with the Police report and go ahead as normal?

Thanks for that...it seems a grey area...its not very clear who is deemed rehabilitated and who needs to fill out a rehabilitation form....I may have to hire an immigration lawyer to make sure things go smooth
