As the principal applicant, I am planning to take lead, do I have to declare or show the entire settlement funds for the all the dependents while submitting my application at Canadian Consulate or my accompanying family members will have to declare their funds when they follow or land?
Will the immigration officers accept bank statements from Germany as proof of funds?

I think I amswered this question before also!
As principal applicant you should declare the sfunds for the entire family. Your depensd do not NEED to show proof of funds
Yes, bank statement from German bank is acceptable
