(in reply to: IELTS Score is 6.5) You will receive a total of 10 language points for English if English is your first official language, or 8 points if English is your second official language.
Speaking = 4 points, everything else = 2 points each.
IELTS scores are not evaluated on an "overall" basis, but each individually.

(in reply to: IELTS Score is 6.5) Roy,
What is the correct answer?

(in reply to: IELTS Score is 6.5) Roy:
Sal has following IELTS scores:
SPEAKING 7
WRITING 6
READING 6
LISTENING 6
I will calculate Sal´s English language points according to OP6 ( http://www.cic.gc.ca/manuals-guides/english/op/op06e.pdf ), Section 10.7. (IELTS), Pages 17-18.
I don´t know whether English is Sal´s first or second official language, but for the sake of accuracy and diversity I will implement both situations into the equation.
Let´s say English is Sal´s first official language:
SPEAKING 7 -> High (4 Points)
WRITING 6 -> Moderate (2 Points)
READING 6 -> Moderate (2 Points)
LISTENING 6 -> Moderate (2 Points)
- - - - - - - - - - - - - - - - - - - - - -
GRAND TOTAL -> 4 + 2 + 2 + 2 = 10 Points
Let´s say English is Sal´s second official language:
SPEAKING 7 -> High (only 2 Points!)
WRITING 6 -> Moderate (2 Points)
READING 6 -> Moderate (2 Points)
LISTENING 6 -> Moderate (2 Points)
- - - - - - - - - - - - - - - - - - - - - -
GRAND TOTAL -> 2 + 2 + 2 + 2 = 8 Points
Then I said that IELTS scores are not evaluated by CIC on an "overall" basis, like Sal believed, but each one individually, as I calculated above. Points are given for speaking, writing, reading and listening individually.
Tell me where I am wrong, or tell me that I still am the manual king! :)
If one can´t live without facts and manuals here, IT´S ME!!!

Reading is 6 = 2 points
Listining is 6 = 2 points
4+2+2+2=10 Points.
