hello:
I have applied In Dec 2005 and in April 06 they asked me to take IELTS exam but I never took the exam with the issues with my professional and personal life and totally forgot about the IELTS exam.Last week i received another letter but this time from Canadian Consulate in New York (I believe the NY office is evaluating my file) asking for the results to be submitted in with 30 days, if not my application will be assessed on the basis of the information that is already in the file, which may result in the refusal of your application. Can i request them more time and take the test and submit the results or how points will they deduct ??

If you do not take the exam, they *may* not give you any points for the language.
My suggestion is to ask them for more time (if you cannot submit the scores in 30days).
One of my friends who studied and works in US has avoided taking IELTS by sending them some writeups to prove his English proficiency. You can do something in that direction also.
