Subject: once immigration has been refused
  Hi Experts,

One of my friend has applied for the immigration to Canada under skilled worker catagory in Berlin in Germany last year. But unfortunately his application was refused due to insufficient points (66). Recently he also got his Master degree ( giving 5 pts more) and he has 4 pts more above the border line of 67 right now. My concerns are

1- Can he apply for the immigration again?
2- If so, his application will be processed quickly or on the priority basis as the CIC has his previous information regarding backgorung checks or
his processing time will also be considerd as the current processing time of 18 months.

Any advice specially from Roy will be highly apprciated.

He can apply for immigration, if there is not an misreprsentation or as far as time concerned it depends but from my point of less time will consume,

you can reapply but I don´t think there will be any time saved on round 2. It is all about waiting your turn.
