When applying inland spouse sponsorship PR, do you need to receive the police certificate and fingerprints from Canada (RCMP) before you send out the applications together? When I checked the cic page on obtaining police certificate in Canada, it says:

Do I need to provide a police certificate when applying for permanent residence?
No. The Canadian visa office will notify applicants if RCMP fingerprint checks are required.
