Taking 3+ months for a work permit?

Subject: Taking 3+ months for a work permit?
  I would like to hear from you about my work permit application.

I submitted the application to Buffalo late February by mail and still have nothing. I am a PNP nominee (for my PR application) so HRSDC exempt. Although I inquired the status many times (by email), they just responded that it was in process. I have no idea why it is taking more than 3 months now... Can anyone guess why? One immigration consultant I talked says that if I submit another application in-person at the office, they will probably issue a permit in the same day. Is this true?

It sounds crazy! You got o Vigreville or other offices to get work permit. Why did ya got o Buffalo? You better make sure you are doing the right thing. If you send all the necessary documents to Vigreville, it takes about 4 weeks to get a work permit. If you are outside canada and are coming to work here, you get a visa outside and the work permit at the border crossing!
