Subject: Can I Consider English as a First Language?
  Hi. I´m Filipino.
Can I consider English as a first language in my application, even if I studied in the Philippines? Technically, Filipino is supposed to be our first language, but I´ve had English in school, since kindergarten. 80% of our classes, from kindergarten to highschool, used English, as the medium for instruction. By college, 100% of my classes were in English.
Do you think it would be okay to consider it as a co-first language or should I just list it as a second language? (This point system is driving me nuts!)

that is not what they are asking. CIC wants to know which official language you want to prove as your first and most proficient language - english or french. you will need to validate your english with testing

Sail, I think you mis-understood the forms. You can only state English or French as your first and 2nd official languages in the IMM0008 Schedule 3 application form, whichever is the language you are more proficient, that´s your first language, if you´re also proficient in the other, you get additional points.

If you want to maximize points for English without having IELTS or CELPIP, you have to write a very good "Proof of English Proficiency Letter" and attach copies of all your high school, grade and pre-school report cards (showing you passed all English subjects of course) and diplomas in addition to your University credentials. Your schools must also be recognizable by the local embassy (best if it has the International "Centre of Excellence Level". You must also be able to prove that you use English in your work experience. It would be up to the immigration officer to judge whether to award you full points for these or require an IELTS or CELPIP. They are restricted to use the interview to asess your English skills although they can do that, so make sure you can prove what you state in your forms.

Turkishman, I am simply guiding them, we are all floating in the same river, remember? I have a lot of time while travelling and I need a lot of information with regards to my application so why not help others along the way. Not all of us are experts in Immigration, I simply translate expert knowledge into explained layman´s terms, so it does take a lot of words to newbies.
