Hi
I have recently moved as new immigrant to Canada. I have a cousin in USA doing her studies and she wants to visit us during her vacation. She holds an Indian passport, FI visa and I-94.
My question is
1.How can she apply for visitor visa to Canada.
2.I heard that if one has I-94 and F1 Visa they can get visitor visa at the port of entry in canada.
3. Should I have to send her invitation letter.

(in reply to: Cousin visiting from USA) 1. Go to the canadian visa web site and apply for temporary visitor visa
2. No, you can´t get visa at the port of entry. You should get it before. The only thing I know is that if you visit canada from US, they don´t take your i-94 so you can enter back to US with the old one. Even your US visa has expired, if your I-94 and I-20 are valid, you should be OK. Otherwise you would have to pay for it when entering by car/train. (It is not free if you are not flying)
3. Yes, I guess they will ask for it as well as your PR card copy.
