Subject: WHP to PR

I am considering applying for a 12mth work permit through the 2007 Working holiday program. As I would be in Canada,if i applied for permanent resident as a skilled worker prior to the expiry of this visa would I be able to have my original work permit continuously extended while my PR application is under review? Any ideas?
