Sending Passports to Buffalo

Subject: Sending Passports to Buffalo
  I received my PPR yesterday.

The passport request letter states that "Send your original passports with this letter in the grey envelope provided".

My question is should I send original "PP request letter" or a copy would work.

I would appreciate other suggestions.
