5-years waiting

Subject: 5-years waiting
  on march 15 My application will be in process for 5 years(60 months)

I ordered CAIPS notes and it shows that my spouse application is awaiting background check (now for 4 years). I did send letters to Buffalo office and they replied that it is somthing out of thier hand and it is in the hands of another agency and I shoulds not contact them before 9-months (now it is over one year since that letter). I am currently staying in the USA legally.
any advice or help please.
I am no desperate to immigrate but IW spent a lot of money for that cause (where they made me re do the medicals now for the third time.
since I paid the landing fees five years ago, does anybody advice to ask them to refund me the landing fees and end up this endless process?

Please provide the detail:

where did you apply ?
What is the complete time-line ?
Are you from any of the Arab countries ?

This will help us answer you better

Yes he is right. It mainly depends upon the place from where you have applied. Usually its takes four to five years to receive an interview call.

I applied in buffalo in 2001, they recieved the application april 04, 2001, recieved and completed the medical exams in September 2001
I have Master degree and doing my PHD now. Yes I am from Palestine, the strange thing is that as a male I got cleared within two months of submitting my papers, but the delay is for my wife. my fear that is there is nobody following up her background check (we are from the same country)

Well, all you can do now is wait until the backgroud check is complete. I don´t understand if you had got the PR, you should have moved to Canada and then applied for your wife.

Also, see if you can get a police report from your embassy in then US;send that to Buffalo.
