1996......is 10 years agao. To maintain PR status they should have been in Canada for 3 out of 5 years. Unfortunately they have become ineligiblef for PR now and may need to apply all over again. However there is an appeal process do checkout:
http://www.settlement.org/sys/faqs_detail.asp?faq_id=4000181

"You can appeal if you lose your status. A conclusion that a permanent resident has not fulfilled their residency obligation can only be made after a humanitarian and compassionate determination has been completed."

An appeal process? There´s nothing to appeal. They left and didn´t come back, they´ll have to join the years-long line like everyone else.

And Anon, of course they mean ´eligible´, but you might want to note that Anonymous only has one ´n´ at the beginning. ;-)

Sorry Khan but they are all ineligible for PR now...no appeal nothing to do ...start over. There are rules in place and if you break them, that is too bad.
